The purposes of this PNG Mapping Study are to:
1. Review national priorities and mechanisms for advancing gender equality and women’s rights and the extent to which they are integrated into national development plans;
2. Identify the components of the new aid modalities that are being implemented in the country and assess how (or if) gender equality and women’s rights are reflected in these:
3. Establish the EC’s role in promoting gender within the donor coordination mechanisms at country level and identify best practices and innovations for sharing broadly within the EC:
4. Suggest some key indicators that can be used to monitor the effectiveness of the new aid modalities in advancing gender equality and women’s empowerment.
The study covers the period 2000 to present. The mapping study involved a review of publications and interviews with the development partners, government officials and other stakeholders. The six largest development partners, based on their 2008 planned donor contributions as reported in the GoPNG budget, were selected for the study. These are AUSAid, EC, JICA, NZAid, the World Bank Group, and the Asian Development Bank. The UN has also been included. Table 1 shows the ODA included in GoPNG’s budgetary appropriations, although this may not represent amounts actually disbursed.
